That’s not appropriate behavior with an owner and an ADA service animal and the staff should not let anyone put an animal on the bar. The bartender should have been told her dog needed to be on the floor.
Service dog laws in my state specifically state that the dog cannot eat off the tables, or be in a seat at the table.
